Una ley que crea un Fondo de Financiamiento Operativo para equipar a las Federaciones y Asociaciones de Bomberos Voluntarios de la Provincia de Buenos Aires fue sancionada en la Legislatura bonaerense.
Se trata de una iniciativa enviada por el gobernador bonaerens, Daniel Scioli, que fue aprobada por unanimidad en las Cámaras de Senadores y de Diputados y que reconoce la labor de unos 15.000 bomberos voluntarios que trabajan en cuarteles de todo el territorio provincial.
El objetivo es dotar a los bomberos “de una fuente de financiamiento genuina que garantice su sostenimiento, asegure la excelencia de su capacidad operativa resguardando su adecuación a las nuevas exigencias tecnológicas, permita la incorporación de recursos materiales y la capacitación constante del recurso humano”.
El Fondo estará integrado por el tres por ciento de lo recaudado en concepto de impuesto inmobiliario por la Agencia de Recaudación de la Provincia de Buenos Aires en cada ejercicio fiscal, hasta un máximo de doscientos millones de pesos.
A partir del segundo ejercicio, el máximo previsto se modificará anualmente en una proporción equivalente a la variación de la recaudación del referido impuesto en el ejercicio inmediato anterior, conforme lo establezca la reglamentación. También, lo compondrán las donaciones, legados y/o cualquier otro tipo de liberalidades.
informa la agencia de noticias Telam, en la ley se precisa que el 90% del fondo será distribuido entre las Asociaciones de Bomberos Voluntarios de la Provincia de Buenos Aires para ser destinado a la adquisición, reparación y mantenimiento de equipos y/o vehículos afectados a la prestación del servicio; adquisición, refacción, construcción y mantenimiento de los edificios del sistema bomberil.
También se financiarán cursos de capacitación y/o entrenamiento de los integrantes de los cuerpos activos.
El 10% restante, será repartido entre las federaciones reconocidas como tales, que deberán utilizarlo para “capacitar, organizar y coordinar las actividades de las Asociaciones de Bomberos que las integran”.
Se detalla, además, que la norma regirá a partir del Ejercicio Fiscal siguiente al de la publicación de la reglamentación en el Boletín Oficial.
El tratamiento del proyecto fue acompañado por Bomberos voluntarios de toda la provincia que se movilizaron a la puerta de la Legislatura en diversas autobombas e hicieron sonar sus sirenas por el centro de La Plata.
El presidente de la Federación de Bomberos Voluntarios bonaerense, Miguel de Lorenzo, consideró que “esto es algo histórico para los bomberos voluntarios que venimos luchando desde 1986” y recordó que en los año 90 “se aprobó una ley pero no se tuvo en cuenta el financiamiento”.
El proyecto aprobado hoy reemplaza el subsidio que por decreto desde el 2011 Scioli le había otorgado a las Federaciones y que este año alcanzó los 80 millones de pesos.
