La lucha de los vecinos de Banfield tendrá hoy su premio: autoridades de los gobiernos nacional, bonaerense y del municipio de Lomas de Zamora firmarán un convenio que creará el Espacio de Memoria que funcionará en el ex centro clandestino de detención, tortura y exterminio conocido como “Pozo de Banfield”.
De la ceremonia, que se llevará a cabo a las 12 en la esquina de Siciliano y Vernet, en Banfield, donde funcionó el centro clandestino de detención durante la dictadura, participarán el secretario de Derechos Humanos de la Nación, Martín Fresneda; su par de la provincia de Buenos Aires, Guido Carlotto y el intendente local, Martín Insaurralde.
El acuerdo propone la creación de una Comisión Interjurisdiccional integrada por representantes de las áreas de Derechos Humanos de nivel nacional, provincial y municipal, con el amplio mandato de abocarse a las tareas de preservación, recuperación, resguardo y transmisión de los hechos ocurridos duran te el terrorismo de Estado. Se trata del mismo mecanismo previsto para los Espacios de Memoria de El Faro, en Mar del Plata; y el de Las Flores; y similar al puesto en marcha en Comisaría V de La Plata, que inauguró el gobernador Daniel Scioli en marzo pasado.
La Comisión deberá garantizar la convocatoria a sobrevivientes, familiares de las víctimas y organismos de derechos humanos, con el fin de promover su participación en el diseño y los contenidos del espacio, que deberá consolidar las investigaciones que permitan conocer el destino y reivindicar la identidad y las luchas de los detenidos-desaparecidos.
En el pozo tuvieron su sede durante la dictadura la Brigada de Homicidios y las direcciones de Seguridad, Investigaciones e Inteligencia de la Policía de la provincia de Buenos Aires. En la Brigada operó entre 1974 y hasta 1978 el centro clandestino de detención, tortura y exterminio conocido como “Pozo de Banfield”, el cual formó parte del denominado “Circuito Camps”, tal como se conoce a la red de 29 centros ilegales de detención comandada por los ex generales Ramón Camps y luego Ovidio Pablo Ricchieri, que en su mayoría funcionaron en dependencias de la policía provincial del conurbano bonaerense y La Plata.
A partir del golpe de Estado del 24 de marzo de 1976, se estima que permanecieron secuestrados y fueron sometidos a torturas en el lugar cerca de 350 hombres y mujeres perseguidos por razones políticas, entre ellos los estudiantes secundarios platenses que protagonizaron los hechos conocidos como “La Noche de los Lápices” y víctimas de la denominada “Operación Cóndor”, coordinación represiva ilegal entre las dictaduras del Cono Sur.
