La Cámara de Diputados bonaerense convirtió en ley el boleto educativo gratuito para los estudiantes de todos los niveles, que prevén subsidiar con unos 200 millones de pesos anuales, en una sesión que movilizó a centenares de alumnos, que colmaron las barras del recinto y recordaron a sus pares de los 70 que por el mismo reclamo fueron víctimas de La Noche de los Lápices.
El boleto podrá ser utilizado por estudiantes que asistan a establecimientos públicos y de gestión privada con aporte estatal, durante los días hábiles del año escolar y para todas las actividades educativas, y servirá para el transporte ferroviario, fluvial y de colectivo de pasajeros urbano, suburbano e interurbano.
La reglamentación determinará la forma en la que se implementarán los viajes autorizados por usuario, que serán para el sistema urbano e interurbano de 50 traslados mensuales para alumnos primarios y secundarios y de 45 para terciarios y universitarios.
En tanto, para el sistema de larga distancia sólo se otorga el beneficio a los estudiantes universitarios, con un tope de cuatro viajes de ida y vuelta anuales.
La norma prevé que el boleto alcanzará además al traslado de residentes o practicantes y a los alumnos que deban desarrollar una actividad curricular fuera del establecimiento educativo. Y establece que la empresa deberá cubrir el seguro del usuario, igual que sucede con el resto de los pasajeros.
El Poder Ejecutivo destinará los fondos necesarios para garantizar la implementación del boleto estudiantil que, según fuentes legislativas, debería ser de unos 200 millones de pesos por año.
El tratamiento del proyecto fue acompañado por una movilización en la Legislatura convocada por más de 80 organizaciones estudiantiles y gremios de la educación y alumnos que colmaron las barras del recinto.
Darío Estevez, presidente de la Federación Universitaria de La Plata (FULP), analizó que “avanzar en la conquista de un boleto gratuito que beneficiará a alrededor de seis millones de bonaerenses constituye un paso fundamental en la pelea por la democratización social del sistema educativo”.
En Almirante Brown, desde la Federación de Estudiantes Secundarios, los jóvenes venían debatiendo la ley del derecho al boleto estudiantil. “Es una ley que representa una reivindicación histórica, por aquellos chicos que un 16 de septiembre de 1976, dejaron su vida y sus sueños en la trágica Noche de los Lápices. Además es una conquista que sigue demostrando la decisión de Estado de darle participación a los jóvenes y de escucharlos. Los jóvenes son el futuro y por eso hay que darle participación en la decisión política“, aseguró Natalia Charles Mangeón, coordinadora de Políticas Socio-Educativas en Almirante Brown y precandidata a Consejera Escolar por el Frente para la Victoria.
