En su página web, Nuevo Quilmes se presenta como un club house con canchas de golf y piletas, un club de laya único en su géne-ro y locación, con 70 metros de playa propia, ubicado a sólo 8 minutos de Puerto Madero. Pero en los papeles la situación es completemente distinta. Hace un año, la Agencia de Recaudación de la provincia de Buenos Aires (Arba) informó que habían dectectado, por medio de un “drone fiscalizador“, que casi nueve de cada diez cons-trucciones no estaban declara-das y tributaban como baldío.
Entre los más de 50 mil metros cuadrados del barrio cerrado, el ente regulador informó que “había 200 casas de lujo, de aproximadamente 250 metros cuadrados cada una, confeccionadas con materiales de primera calidad y con instalaciones complementarias de categoría”. Además, se detectaron 100 piletas de natación que no figuran en los registros catastrales de la Provincia. Desde entonces, adeudan 8 millones de pesos a la comuna de Quilmes, que no habían pagado porque una medida cautelar los favorecía. Pero la Cámara acaba de dictar un fallo que deja al country sin otro camino que pagar la millonaria cifra por evasión de impuestos. Los problemas con la empresa que dirige Nicolás Caputo, amigo y uno de los máximos constructores privados del gobierno de la Ciudad, surgieron antes de la terminación del proyecto, cuando los habitantes del barrio de Villa Alcira, limítrofe con el millonario emprendimiento, denunciaron que la urbanización generaría la inun-dación de su barrio. La movilización de los vecinos y sus reiterados pedidos a la Justicia lograron que a fines de 2009 la Justicia Federal de Quilmes, a cargo del magistrado Luis Armella, clausurara la obra. No obstante, desde la Sociedad de Fomento barrial denunciaron que a principios de 2010 continuaron los trabajos y nunca más pararon.
El reciente fallo de la Cámara Contencioso Administrativa de La Plata dispuso dejar sin vigencia la medida cautelar presentada por Urbanizadora del Sur y rechazar la pretensión de Nuevo Quilmes de recurrir ante la Suprema Corte. De esta manera, deberán hacerse responsables de la evasión (aún faltan respuestas para las inundaciones) y pagar 8 millones de pesos, con multas, intereses y punitorios, monto que recae sobre el patrimonio personal de los dueños de los predios.
