El ministro de Economía, Axel Kicillof, explicó que las modificaciones en las escalas del Impuesto a las Ganancias para los salarios de entre 15.000 y 25.000 pesos se harán efectivas en los sueldos de mayo que se abonarán en junio próximo, de manera retroactiva al 1 de enero pasado y aplicable a los trabajadores comprendidos dentro de estos montos en el año 2013.
“Lo que hicimos es reducir la escala para los que ganan entre 15.000 y 25.000 pesos”, afirmó Kicillof tras señalar que “no se cambia el mínimo no imponible ni el momento dónde se toma”, referencias que fueron oportunamente reformuladas mediante el Decreto 1242 del 27 de agosto de 2013, en el que se fijó la nueva base de tributación.
En ese sentido, Kicillof precisó -en declaraciones a FM Blue- que la modificación de escalas alcanza a “quienes cobraban entre 15 y 25 mil pesos en 2013”, al señalar que “las deducciones es lo que se tiene atribuciones de cambiar desde el Poder Ejecutivo”.
La norma firmada en 2013 por el entonces ministro de Economía Hernán Lorenzino dispuso los actuales pisos salariales de 15.000 y 25.000 pesos que resultaran “devengados entre los meses de enero a agosto del año 2013” para los trabajadores de la denominada cuarta categoría del impuesto a las Ganancias.
Kicillof resaltó que “había algunos gremios que planteaban como principal problema el Impuesto a las Ganancias” por lo que entendió que “ahora que el impuesto para la franja que va de 15 a 25 mil pesos y abarca al 70 por ciento de los que pagan Ganancias, representa una reducción significativa equivalente a un aumento de sueldo de 5 o 6 por ciento”.
Según informa la agencia de noticias Telam, Kicillof dijo que “está instalado que el impuesto a las Ganancias afecta a todos los trabajadores. Es mentira, solamente paga el 10% que más gana, no es un tema de la clase trabajadora en general”.
Al contextualizar el anuncio en el momento de inicio de las discusiones paritarias, Kicillof advirtió que “el Gobierno no va a avalar aumentos de salarios en las negociaciones paritarias que luego se lleven a precios o se pretendan solventar con subsidios del Estado”.
“El empresario tiene que ser responsable y discutir sanamente con el trabajador en base a lo que puede pagar. El Gobierno no pone techo ni discute con los trabajadores, porque no paga de su bolsillo. Pero hay que tener bases reales, en un contexto de baja de la inflación, porque si no se perjudica a todos los consumidores y usuarios”, aseveró el ministro.
